In March of 2011, Special Districts comissioned Criterion Planners to prepare a "carbon footprint" or summation of all greenhouse gases (GHG) emitted by the agency's utility systems to examine the current energy use and identify energy efficiency improvement opportunities that can lead to energy and cost savings, anf GHG emission reductions.
