Starview

History

In June of 1985, County Service Area #18 (CSA #18) was formed (with the dissolution of its predecessor, Starview Mutual) to establish a domestic water system for the residents within the community in Starview. The current water system was upgraded in 1994 from the original much smaller community water system, and includes one (1) well, drilled in 1993. Well water is disinfected with sodium hypochlorite injection before entering the storage tank and distribution system. Water is stored within the distribution system and one 100,000 gallon tank which was constructed in 1989.

Customer Statistics and Infrastructure

CSA #18/Starview Water currently includes:

    • 15 Connections (36 Single Family Dwelling (SFD) equivalents), serving a population of nearly 36 residents.
    • Over 12,000 ft. of distribution pipeline.
    • 1 Storage tank (100,000 gallons)
    • 1 Service pumping station

Status

This water system is for domestic water use and the water system’s customer base is metered. The water distribution system has recently been inspected and leak checked. Distribution system leaks were repaired and customers were notified for those traced to the customer’s side of the system. The water well and distribution system are currently operating as efficiently as possible and providing water to customers in compliance with all applicable water quality standards. The 12-month averaged increase in the Starview Water System’s customer base was less than 1%. Many portions of the original water system were constructed with less than ideal materials and design and during a time well before District staff had any role or oversight, and the system continues to be a maintenance challenge.

Outlook

The Valley Fire of 2015 caused massive damage to the water systems. Nearly 90% of the homes in the system were destroyed creating a significant financial challenge to the budget. In addition, the 100,000 gallon storage tank is not suited to supply such a small number of customers. In response, a pressure water tank and pump system was installed to serve the remaining 14 homes. However, damage  to the distribution system is occurring an a regular basis from debris and tree removal. A potential solution may be available in the near future in December 2015, the Board of Supervisors appropriated funds to evaluate the feasibility of consolidating this and two other systems on Cobb Mountain with several other systems managed by the Cobb Area Water District. A competitively- selected engineering firm will be under contract to perform this work in early 2016.
