IHSS Public Authority

The IHSS Public Authority (PA) was designed to enhance services to IHSS providers and recipients.  The PA serves as the employer of record for IHSS providers, maintains a registry of screened providers, and offers training to providers and recipients.  With the establishment of the PA as the “employer of record”, IHSS providers are able to negotiate for wage increases and benefits. 

The PA staff maintains an IHSS provider registry and referral system to match screened IHSS providers with recipients needing assistance finding a provider.  The screening process includes completing an application for registry services, providing references, picture identification, and a social security card.  The provider must also pass a criminal background check and attend a mandatory orientation. 

PA staff provides support to IHSS recipients and providers in order to maintain a successful working relationship.  PA staff will continue to provide assistance until their services are no longer needed.
