The County of Lake, through its Department of Social Services, hereinafter referred to as "County", is requesting proposals from qualified proposers for administrative subcontractor services for housing programs in Lake County.
The housing programs include First Time Home Buyer and Owner Occupied Rehabilitation. These programs are primarily financed by program income and grants from the HOME and/or Community Development Block Grants (CDBG) administered by the California Department of Housing and Community Development. Additional resources that may be available for these programs are CalHOME, Redevelopment Agency funds and/or sources yet to be identified.
The County has a 2009 HOME grant of $800,000 that will need to be continued and closed out in the future. In addition to the open grant, there will be program income from both the CDBG and HOME programs to be used for these housing programs. Additionally, there may be tax increment housing set aside funds available to use for Owner Occupied Rehabilitation within the redevelopment area.
General responsibilities of the selected firm will include management of the administration/activity delivery of the open grant and program income activities as specified, maintaining current and applicable program guidelines, writing new applications as determined by the County for CDBG planning and technical assistance grants, CDBG General Allocation grants, HOME, CalHOME and other housing related grants which may become available.
From the proposals submitted, the County intends to contract out for administrative subcontractor services for the period of July 1, 2011 through June 30, 2014.
